Political development
Extensive work is being carried out within the EU to achieve better air quality in the Union. The political objective is that "all people should be effectively protected against health risks from air pollution" (Fifth Environmental Action Programme, 1992).
Work within the EU is coordinated under the Clean Air for Europe Programme (CAFE).
CAFE provided the analysis for the EU's Thematic Strategy on Air Pollution, which was adopted by the Commission in September 2005.
The EU has also established air quality standards for a number of pollutants.
The purpose of the Convention on Long-range Transboundary Air Pollution (LRTAP), which applies to all countries in Europe and North America, is to reduce levels of air pollutants.
